This course provides participants working on the design and implementation of sanctions (and related areas, including counterterrorism regulations and export controls) with a detailed understanding of humanitarian considerations. It is designed for sanctions practitioners working in governments and international organisations.

Learn from sanctions and humanitarian affairs expert, Dr. Erica Moret and guest practitioners about:

  • Global, contemporary sanctions practices and related regulations, including counter-terrorism measures, AML/CFT regulations and export controls.

  • Different types of sanctions measures, objectives, purposes and sanctioning authorities (e.g. UN, EU, US, UK etc.).

  • Humanitarian assistance and overlap with other areas, e.g. development and peace building.

  • International Humanitarian Law (IHL) and other international obligations.

  • Implications of sanctions for humanitarian assistance and principled humanitarian action.

  • Targeting economies: consequences of sectoral economic measures on inflation, purchasing power and social spending.

  • Financial sector de-risking: consequences for humanitarian fund transfers, household remittances and trade in essential goods.

  • Navigating recent developments in humanitarian carveouts/exemptions.

  • Risk mitigation strategies (due diligence and other systems to manage risk in high risk jurisdictions).

  • Harnessing digital payments and other ‘tech-for-good’ solutions.

  • Role of trisector groups and other multi-stakeholder actors.

This workshop is hands on. We make use of a variety of teaching tools, including case studies, practical examples, group exercises and interaction with experienced practitioners and experts. Participants who successfully complete the workshop will receive a certificate of participation and access to reading lists. Lunch and refreshments will be provided.

Who is this workshop for?

This workshop is designed for sanctions policy officers, financial risk-mitigation specialists, and those working in related fields. It is also suitable for researchers in academia and think tanks, legal practitioners, professionals working on sanctions (or related topics) from across sectors (including governments, IOs, regional organisations, financial institutions, private sector, NGOs), and students preparing for a career in humanitarian action or on sanctions.

Meet the trainer

Dr. Erica Moret is a leading expert on sanctions, global security and humanitarian affairs and her work also includes a focus on migrant remittances, financial inclusion, “tech for good” and humanitarian financing. Her academic and policy work on sanctions includes research into Russia, Ukraine, Syria, Afghanistan, Iran, North Korea/ DPRK, Cuba, chemical weapons attacks, cyber security and modern slavery/ human trafficking. She holds a DPhil (Ph.D.) from the University of Oxford and is also a graduate of France’s Ecole Nationale d’Administration (ENA). She is Associate Editor of the Journal of Global Security Studies and Visiting Professor at Sciences-Po’s Paris School of International Affairs. A former diplomat, she serves as an independent expert to the United Nations, European Union and humanitarian organisations and has provided policy advice on sanctions to the US State Department, Treasury and Congress; Global Affairs Canada and both UK Houses of Parliament. Alongside running teaching and training courses on sanctions, she also coordinates the Geneva International Sanctions Network (GISN).
